MISSION
PSIPAGCC ’s primordial and paramount objective is to make a colossal transformation in its members' lives and continues to be bulwark of steadiness and forte in the country’s Security and Investigation profession. We are fully Devoted to be performance driven and a [member-customer]- centric financial institution by expeditiously providing seamless and pleasant delivery of diverse, exigent and high quality responsive products and services all the time; and continually rise to become a credit and multi-purpose coop and, an industry benchmark by year 2020.

We recognize the importance of listening closely to our members and communities to better understanding their unique requirements, anticipating their needs and providing creative solutions.

We bolster the bravery, imagination and train expected to lead change and convey an incentive to the Cooperative. We support imaginative considering and consistent change since we should be superior to anything our opposition consistently keeping in mind the end goal to pull in and hold our members and representatives.
BOARD OF DIRECTORS

Col. Neil Anthony Lim Estrella is a retired Marine officer who served 25 years in government service and who has worked extensively in intelligence, counter intelligence, psychological operations, special operations, and public and media affairs in the different AOR of the Armed Forces of the Philippines until his retirement in 2016. He was once nominated for The Outstanding Philippine Soldier (TOPS) in 2013, which is an annual recognition program for the members of the AFP that seek to honor and recognize their dedication, bravery, professionalism and sacrifices in the military service and is open to all commissioned officers with a rank of Captain up to Colonel (Lieutenant up to Captain in Navy) and enlisted personnel who have actively served the AFP for the last seven (7) years. His civilian education and background includes the following formal schooling; He graduated Bachelor of Arts in Philosophy from University of Sto. Tomas (UST), also Masters Degree in Public Administration and Masters Degree in Public Management Major in International Development and Security from the Development Academy of the Philippines. And, Special courses from the Asian Institute of Management and Confucius Center Ateneo de Manila University. He also studied Spanish and Chinese Mandarin languages. For his military training and specialization, Col Estrella went to various training institutions both local and abroad among which are the Special Intelligence Training School of the Intelligence Service of the Armed Forces of the Philippines and the prestigious John F. Kennedy Special Operations Center, North Carolina, USA, Pearson Centre Nova Scotia in Canada, Defense Training Center in Melbourne Australia and Special Operations University in Florida USA. Col Estrella is a trained negotiator, organizer, communicator and crisis manager who participated in various civil military operations having been assigned with the Civil Relations Service, AFP. He is also a seasoned military spokesperson, broadcaster, TV host and editor in chief of various military publications. After his successful career in military, he answered a call for another service to the country by being appointed by the President Duterte as a Director in the Customs Intelligence and Investigation Service of the Bureau of Customs where he delivered again unprecedented accomplishments by running against big time smugglers and drug traffickers and other untouchable criminal organizations and individuals. To date, Col. Estrella and his Bureau of Custom Narcotics Team holds as the No. 1 drug buster under President Duterte war on drugs with the historical biggest volume of apprehended /seized different illegal drugs with an estimated consolidated amount of 10.4 billion with almost all suspects arrested and neutralized. He resigned from the government service last August 2017, after a senate and congressional inquiry on 6.4 billion drugs apprehended by Customs Intelligence and Investigation Service Agents where he was cleared by the Department of Justice of any wrong doings and given recognition by Chinese authorities for a job well done. He now serves as President and CEO of CTU Security and Investigation Agency, Founder and Chairman of Private Security Industry Personnel Employees and Guards Credit Co-operative (PSIPAGCCo) and Chairman of Top Spot Real Estate Development Incorporated, and now enjoys a fulltime private citizen.
